Counsel names

Curate advocate (AR) & department (DR) names extracted from orders. Rename to fix a spelling or add a town; Merge duplicate spellings of the same person into one. A town like (Erode) is kept automatically, so same-named counsel from different places stay separate — and you can rename either one. Changes apply to search instantly. Edits need the admin key (set on the Overview tab).
